Flow measurements on the canal near the locks have demonstrated to the St-Lawrence Seaway Authority that Côte Ste-Catherine I caused no disturbances to navigation. Consent was granted for the construction of the second phase of this project.

The commissioning of Côte Ste-Catherine II occurred on December 1, 1993. The new installation was built next to Côte Ste-Catherine I taking advantage of the same 12 meter head. Phase II benefits from a substantially higher capacity (4.8 MW) and uses the same siphon method concept successfully implemented in Phase I.
